C.O.
Enclosure 1.
26592
JUL 05'
Sir,
645
Government Civil Hospital,
Hongkong, 28th. May, 1905.
I regret to have to report Dr. Laing the
Assistant Superintendent of this Hospital, for insobriety.
1. On the night of the 8th. instant he was drunk whilst on duty in the Maternity Hospital and was reported to me by the Sisters Young and Allaway through the Matron. As it was, as far as I knew, a first though a serious offence I dealt with it myself.
2. On the evening of Saturday 20th. instant he was on duty and was reported to me as being under the influence of liquor, Sisters Young, Allaway, Dewar and Nurse Roberts being on duty at the time.
After enquiring into the matter I reported
him to you and showed him the report. He earnestly begged me to withdraw it and most solemnly promised he would reform and so I foolishly withdraw the report.
3. On the 26th. instant he came on duty at 11.45 a.m. and on my asking for an explanation he told me he had been
which was untrue. On enquiry dining out the previous evening
I found that he had made a serious drunken disturbance during the night in his quarters up to 3.80 A.M. The noise of shouting, bell ringing, falling about &c. so disturbed the Sister under- neath that she was alarmed and went to the Matron. The Govern- -ment Analyst, who also occupies quarters underneath can equal- -ly well corroborate this statement.
As it would appear that this Officer is un-
-able or unwilling to reform I am obliged to bring the matter
to your notice for His Excellency's decision.
It is, I think, obvious in any case that his
services in this Hospital are not only useless but undesirable.
I have etc., (Sd.) J. Bell,
Superintendent.
The Honourable
The Principal Civil Medical Officer.
